Regarding ‘CAP transparency scheme ‘failing’, says NGO‘:
The transparency scheme is not failing. The problem is that there are some member states which are failing to do what is necessary to meet the requirements set out by the Commission. It is not the scheme that’s failing, it’s the member states that are foot-dragging on implementing the scheme. There is a subtle but important difference.
I and my colleagues at farmsubsidy.org have praised a number of times the determination and commitment of the Commission, and in particular Siim Kallas, to set new rules on budget transparency. While we have a few reservations about the rules drafted by DG AGRI, the overwhelming point is that most of the foot-dragging has been by member states.
